DESCRIPTION

 

The Master's degree programme focuses on preparation of high-qualified personnel in the field of state and municipal administration to work at territorial bodies of federal executive and regional bodies of state legislative and executive authorities, at municipal authority bodies of various levels, in managerial positions at institutions and organizations, in all industrial sectors and at enterprises of any patterns of ownership.

Forms of in-class activity: lectures, seminars, tutorials, unsupervised student work.

 

AIMS

 

organisational and management activity:
•    to develop skills of strategic management for the benefit of the society and state including socially significant goal setting, preparation of conditions to achieve such goals, organisation of work to have highest performance possible;
•    to teach analyzing the economy of state-financed sectors, individual organisations, determination of economic consequences of  decisions made and those being prepared;
•    to develop a capability to conduct human resource policy and personnel audit, a capability to use the human resource potential to the max, motivating and developing personnel to provide the highest performance of their labor;
•    to develop a capability to improve associates’ performance by personal example, the ability to learn and improve performance with regard to experience and new ideas, display of leadership qualities, the ability to make weighed decisions, to persuade of reasonability of such decisions and to implement them, to assess implementation of decisions;
•    to teach organisation of interaction with external media (other state and municipal bodies, organisations, citizens);

administrative and technological activity:
•    ­ to develop a capability to apply laws, normative and legal procedures in administrative activities including preparation of legal act drafts, their technical and economic feasibility reports;
•    ­ to develop a capability to optimize business processes, to conduct document circulation and business correspondence with citizens and external organisations, including in foreign languages;

advisory and information-analytical activity: 
•    ­ to teach database creation, their quality and completeness assessment, application of those data for expert examination of actual managerial situations;
•    ­ to develop a capability of elaborating administrative regulations, drafts of job regulations for state and municipal officials, office duties of organisations’ associates;

project activity:
•    to teach composition of development forecasts for organisations, institutions and enterprises, separate sectors and regions (taking into account current social, ecological problems, complying with safety measures);
•    to teach elaboration of socioeconomic development programs at federal, regional and local levels;
•    to develop a capability to analyze execution of social and economic programs using project analysis methods;
•    Research and pedagogical activities:
•    ­ to develop a capability to participate in research works on the problems of state and municipal administration, preparation of reviews and analytical studies on certain topics of the educational program;
•    ­ to develop a capability to prepare and test individual educational programs and courses, to introduce research results for other experts. 

 

LEARNING OUTCOMES

 

On successful completion of the course, the graduates should be able to:
•    apply human resource management technologies, skills to build teams to solve set problems;
•    apply organisational capabilities, skills to find and make organisational managerial decisions, including in crisis situations;
•    plan and organise work at public authority bodies, develop the organisational structure that is adequate to a strategy, goals and objectives, internal and external conditions of a public authority body,  distribute functions, powers and responsibility between subordinates;
•    analyse and plan activities in the field of state and municipal administration;
•    operate contemporary methods of diagnostics, analysis and solution of socioeconomic problems, as well as methods of decision making and practical implementation thereof;
•    understand modern trends of political processes development in the world, the global economy and globalizations, know about the issues of international competition;
•    verify and structure information obtained from different sources;
•    use information technologies to solve various research and administrative problems;
•    critically assess information and make decisions constructively on the basis of analysis and synthesis;
•    systematize and generalize information, make suggestions on improving the system of state and municipal administration;
•    use methods and tools intensifying cognitive activity.

 

EMPLOYMENT OPPORTUNITIES

 

The graduates are able to work at Russian state authority bodies, Russian subjects’ state authority bodies, local self-government bodies, state and municipal institutions and enterprises, civil society institutions, public, non-profit and profit organisations, international organisations and boards, other organisations and divisions in charge of relations with state and municipal bodies and citizens.
