From January 1, 2023, foreign citizens taking full-time bachelor's, specialist's, master's, residency, assistantship-internship programmes that have state accreditation, or a post-graduate (military) course for training scientific and scientific-pedagogical personnel at a state educational or state scientific organization, are given the opportunity to apply for a temporary residence permit for the purpose of obtaining education (hereinafter referred to as TRPE) in accordance with Article 6.2 of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" (hereinafter referred to as the Federal Law). The TRPE is issued for the period of mastering the training programme and the following one hundred and eighty calendar days after the end of the training period; if the decision to issue the TRPE is positive, a corresponding stamp is placed in the foreign citizen's passport. Documents for issuing the TRPE are submitted by a foreign citizen in person or through the Unified Portal of State and Municipal Services to the migration department in whose area the training is taking place. The TRPE provides foreign students and postgraduates with a number of advantages:
When switching to part-time or mixed (full time and part-time) training or early termination of training at a state educational (scientific) organization, the TRPE is cancelled. After cancelling the TRPE, if there are grounds, a foreign citizen has the right to re-apply for a TRPE without observing the deadline stipulated by paragraph 6 of Article 6 of the Federal Law (not earlier than one year from the date of rejection of their previous application for a TRP or cancellation of the TRP previously issued to them).
