Department of Management and Public Administration
Since 1999 the Department of Management and Public Administration has been offering high-profile education, research and service in trade and management. In 2024 the department was complemented by the Department of State Management and Regional Sociology (established in 1977), Department of Management and Economic Security (established in 1998) and Department of Sociology and Human Resource Management (established in 2001). Over the years, the teaching staff has obtained high professional capacities and enhanced prospects for further professional growth.
The department early involves students in research. They are also encouraged to participate in olympiads and conferences at the national and international levels. The students and teaching staff of the department take an active part in conferences, forums and other events held in Russia and abroad (Belarus, Kazakhstan, Bulgaria, etc.). Every year, they attend the international tourism exhibition “Intourmarket”, tourism forum-exhibition “Rest”, guest lectures and workshops delivered by Russian and foreign experts, conferences and round table debates following the international expeditions of the Russian Geographical Society and many others. Together with the Volga House of Knowledge, the Department of State Management and Regional Sociology regularly arranges the conferences for students, teaching and research staff from Russian and foreign higher education institutions, including “Social, Economic and Political Development of the Region: Problems and Solutions”, “Society and Living Space of the Individual”, “Management of Social and Economic Systems” and “Evolution of Public Relations in the Process of Russian Modernisation: Social and Regional Aspects”.
Moreover, students take an active part in conducting social surveys and analysing their results. Since 2007, the student research centre “Modern human resource technologies” has been functioning at the department. It mainly focuses on such topic as personnel motivation management, psychological methods in personnel assessment, trainings in human resource management, outstaffing, and personnel outsourcing.
The scientific school of the department was founded in 1977. Research is carried out within the following topics: programming in social systems, social policy in a specific region, development and implementation of administrative regulations and standards in public services of public authorities, system for monitoring the availability and quality of public services in a specific region. The focus of research is reflected in doctor and candidate dissertations prepared at the department and used in the teaching and learning process. In addition to teaching and learning, the teaching staff is engaged in marketing research, launch of projects for businesses, public organisations and government agencies and development of strategic documents in various areas. The staff members are included as experts in the Coordinating Council for Tourism Development under the Government of the Penza Region, Agency for Strategic Initiatives and Smarteka platform of sustainable development.
The department runs the Penza Club of Marketers as an informal association of professionals from various areas, namely business, science and education. The club was founded in 2000 in order to form a professional community of marketers, to promote marketing ideas in the Penza Region, to advance marketing management as an effective development tool and to build a creative environment for new ideas in marketing. At present, the club holds regular meetings under the auspices of the Chamber of Commerce and Industry in the Penza Region.
The department operates the Centre for training specialists in anti-crisis management. The centre was established in 2001 in order to educate insolvency officers to manage enterprises in the city of Penza and the Penza Region. This is the only centre for training and retraining of professionals in the area of anti-crisis management in the Penza Region. During the period of its activity, the centre has trained about 4000 insolvency officers.
Annually, the department conducts research and actively participates in the federal programmes and competitions initiated by the Ministry of Science and Higher Education of the Russian Education, Russian Foundation for the Humanities and public authorities of various levels. Real economy partners of the department regularly run workshops and organise master classes for students, answer their job-related questions and provide them with the tricks of the trade.
In 2016, the department initiated training professionals for tourism and hospitality industry through the degree programmes and lifelong learning programmes implemented under the supervision of the Federal Agency for Tourism. Together with the Tourism Service Centre, the Department of Marketing, Commerce and Service arranges the educational tours for students within and across Russia. Through these educational tours (e.g. “Your best holidays”, “Pearl of the East”) the students master skills in the areas of tourism, management, marketing, trade and others. The students of the department work as volunteers at major sports and business events of the international level, including FIFA World Cup 2018, Winter Olympics in Sochi 2014, Universiade. Based on these activities, the department annually holds the round table debate “Experience of internships”.
