July 9th, 2013. The VIIIth International Internet Conference "Electronic Nakhichevan" was held in the Dissertation Hall of Penza State University The conference was organized by Nakhchivan State University (Azerbaijan). The conference included live broadcasts with universities from different countries: Russia (Penza), Azerbaijan (Baku), Turkey, Spain, Germany, Austria, Australia.

Distinguished guests at the conference were: Talybov Vasif, chairman of the Supreme Soviet of the Nakhchivan Autonomous Republic (Azerbaijan); Gabibbeyli Isa, Vice - President of the National Academy of Sciences (Azerbaijan), Magerramov Saleh, Rector of Nakhchivan State University, Anar Kazim, Vice-Rector for International Relations NSU.

Yuri Mazei, Vice-Rector for International Affairs of PSU, Sergey Ivanchin, Head of the Department of Student Affairs, Orhan and Hussein Novruzovs, 3d year medical students from Azerbaijan, studying at PSU attended the conference.

In his speech, Yuri Mazei paid attention to development of cooperation in the scientific field between Penza State University and Nakhchivan State University in the framework of a cooperation agreement signed in April 2013, and also invited an official delegation from NSU to visit Penza State University in September 2013. In this period Penza State University will organize the International Scientific and Practical Conference on Russian as a foreign language. In the conclusion of his speech was suggested to implement a joint social student project "Internet passport of the Nakhichevan Autonomous Republic" for the Russian-speaking population from around the world.

Partners from Nakhchivan State University were interested in the ideas proposed, and at the end of the conference the parties agreed to a range of meeting consultations on these issues in autumn.
