The official delegation from the Penza region, headed by its governor, I.A. Belozertsev, visited Astana, the capital of the Republic of Kazakhstan. Penza State University was represented by Sergei Vasin, Vice-Rector for International Affairs. Astana is a modern, rapidly developing city with the population about 800,000 people. The Kazakhstan government is planning to encourage the population growth till 1,200,000 by means of increased tempos of residential construction, building sports and cultural objects of international significance. With the professional education as one of the country’s top priority in recent years, the newly established universities have managed to achieve a lot. They all have their own specific characteristics and that allows Penza State University to find the common interest zones in many educational institutions. L.N.Gumilyov Eurasian National University has been a long-term partner with Penza State University in many aspects of cooperation. In May this year the university will celebrate 20th anniversary of its establishment and its rector, Y.B. Sydykov received congratulations and wishes of success from the rector of Penza State University, A.D. Gulyakov. At the meeting between Penza delegation and members of the Eurasian National University, the former was represented by S.M. Vasin, Vice-Rector of Penza State University, A.G. Voronkov, Minister of Education of the Penza region, and the latter was represented by A.A. Taltenov, Vice-Rector for Research, and B.D. Somzhurek, Dean of the Faculty of International Relations. The parties agreed on the development of student and staff academic exchange, discussed the topics for joint research projects within the framework of Erasmus+ programme and the possibilities of establishing joint educational master’s degree programmes with diplomas awarded from two universities. Meetings at another famous Kazakh university - S.Seifullin Kazakh Agro Technical university – were centred on the conceptual development of three-party cooperation between Russian, Kazakh, and Chinese universities. Both the Agro Technical University in Kazakhstan and Penza State University have partnership links with Xinjiang University (Ürümqi, China). In June last year Penza State University signed the agreement on joint bachelor programmes with Xinjiang University and now it is possible to develop similar programmes with Kazakh Agro Technical University. During the meeting at Nazarbaev University, the largest educational centre of the country that was established in 2010 under the initiative of the President Nazarbaev, the parties discussed common interests in joint programmes of education with the English medium. Although a relatively young university, Nazarbaev University has gained experience in this sphere, 90% of its teaching staff are English-speaking professors from foreign universities, mainly from US and European ones, and all studies are conducted in English. Nazarbaev University is currently developing a series of international research projects, including projects within Horizon 2020 and Erasmus+ programmes. The parties agreed to examine the spheres of common interests in research and define the possibilities of joint participation in project consortia. One more meeting took place in Kazakh National University of Arts. Penza delegation was eager to study the professional training of musicians as there are plans under review to open the training of such type in Penza State University. The parties agreed on further meetings and discussions of problem points in musical education, as well as on conducting joint conferences and contests. In general, the visit to higher educational institutions of the Republic of Kazakhstan proved the mutual interest of all parties, offered interesting new ideas and solutions and paved the way for further cooperation.
