On October 7 and 8, 2025, PSU representatives paid a working visit to the Republic of Kazakhstan: Vice-Rector for International Affairs Gleb Sintsov and Head of the Law Enforcement Department Nikolay Svechnikov visited a number of universities already participating in interuniversity cooperation and those interested in establishing scientific ties with PSU.

The programme of the Penza delegation was extensive: negotiations with the management, specialized meetings with representatives of the university administration and faculty, academic discussions, and visits to the campuses. During the face-to-face meetings, the parties attempted to thoroughly discuss joint projects and international cooperation activities.

For example, on October 7, our representatives visited Turan University and Kunaev University, where they had an initial introduction to the leadership and potential of these educational institutions.

On behalf of Turan University's leadership, the Penza delegation was welcomed by First Vice-Rector Kuanysh Tazabekov, Vice-Rector for External Relations and Doctoral Studies Gulzhanat Tayauova, Head of the International Cooperation Department Askhat Gulnash, and faculty members. Discussions focused on educational and scientific cooperation and its forms, as well as the possibility of obtaining patents for joint intellectual property. During the negotiations, the universities formalized their intentions by signing a Cooperation Agreement.

Kunaev University hosted a meeting with University President Zhalairi Omirali and Rector Zhazira Omirali, along with other representatives of the Vice-Rector's Office. During the meeting, the participants presented the two universities and discussed future joint activities. After the official meeting, a roundtable discussion was held on legal education in Russia and Kazakhstan, which served as a platform for sharing experiences in training legal specialists. Over 40 participants were invited to the roundtable.

Kunaev University specializes in training personnel in areas such as Law, Public Security, Business, and Management, which clearly defines its shared interests and prospects for developing collaboration with the PSU Institute of Law. Joint publishing projects with this university began approximately eight years ago, and during this time, a solid foundation of collectively developed ideas and implemented activities has been established for promising forms of further cooperation. In this regard, a cooperation agreement was signed between Kunaev University and PSU in the summer of 2025. Copies of the document were exchanged during the delegation's visit.

The second day of the visit was devoted to Al-Farabi Kazakh National University. Zhanseit Tuimebayev, Chairman of the Board and Rector of KazNU, chaired a meeting with PSU representatives. They discussed mechanisms for implementing joint activities, leading to the signing of a Memorandum of Cooperation. They also visited the university's Museum and held a discussion with representatives of the Faculty of Law on legal education and research in our union countries.

PSU expects a return visit from Kazakh colleagues this November – university representatives have been invited to participate in the 14th International Youth Legal Forum "Say no to Extremism!"

Kasym Maulenov, Doctor of Law, Professor, and son of the distinguished Soviet and Kazakh poet and writer Syrbai Maulenov, provided comprehensive assistance in developing and completing the programme for the PSU delegation's visit, as well as its subsequent coordination. The Republic of Kazakhstan reveres the memory of its renowned compatriot, a defender of Leningrad in the Great Patriotic War and the author of 68 books of poetry, poetry collections, and a five-volume collection of works. Schools and gymnasiums in Kazakhstan, as well as a street in Kostanay, are named after him.

PSU expresses its gratitude to Kasym Maulenov for his initiative and personal contribution to establishing cooperation between higher education institutions in the two countries.
