DESCRIPTION
The purpose of the programme is to train customs specialists who are able to perform control and supervisory functions assigned to customs authorities, perform customs operations, and effectively manage processes and phenomena in the customs sphere. The programme is aimed at training specialists with the ability to navigate the main current trends in foreign economic activity, management processes, the ability to carry out control and supervisory procedures and customs operations, stimulate business foreign economic activity and protect the rights and interests of participants in customs relations.
AIMS
control and supervisory activity:
• providing state customs services;
• ensuring national security for the member states of the Eurasian Economic Union, creating conditions for facilitating and speeding up the movement of goods across the borders of the Eurasian Economic Union;
• performing customs operations, implementing customs, export and other types of state control (supervision);
• collecting customs payments, as well as special, anti-dumping, countervailing duties, controlling the accuracy of their calculation and timely payment, refund (offset) and taking measures to enforce their recovery;
• ensuring the compliance with customs tariff regulations, bans and restrictions, measures to protect the internal market regarding goods transported across the customs borders of the Eurasian Economic Union;
• protecting intellectual property rights on the customs territory of the Eurasian Economic Union;
• maintaining customs and foreign trade statistics;
organisation and management activity:
• managing the activities of a customs authority and its structural units;
• applying information technology to management activities;
• organising the work of performers conducting various types of work and services;
• managing activities of units, staff groups, clerks and workers;
• motivating employees, clerks and workers to perform their job duties efficiently;
• collect information to select and make management decisions.
LEARNING OUTCOMES
On successful completion of the course the student should be able to:
• finance and economize in the spheres of providing state customs services, protecting national security of the member states of the Eurasian Economic Union, creating conditions to accelerate and simplify movement of goods across the customs border of the Eurasian Economic Union;
• perform customs operations and conduct customs control;
• implement customs, export, radiation and other types of state control (supervision);
• collect customs payments, including special, anti-dumping and countervailing duties, control accuracy of calculation and timeliness of payment, return (offset) duties and take measures for compulsory recovery of payments;
• ensure compliance with customs-tariff regulation measures, prohibitions and restrictions, and protection measures of the domestic market regarding goods moved across the customs border of the Eurasian Economic Union;
• protect rights to intellectual property objects in the customs territory of the Eurasian Economic Union;
• maintain customs statistics and foreign trade statistics.
EMPLOYMENT OPPORTUNITIES
Graduates of the programme are able to work as officials in customs authorities of the Russian Federation. They may perform control and supervisory organisational and managerial functions, ensure the implementation of customs operations and procedures, and provide state customs services. Additionally, they contribute to protecting national security of the Eurasian Economic Union member states and securing customs payments to the federal budget.
