DESCRIPTION

The Bachelor's degree programme focuses on developing personal and professional skills in students, such as system outlook, commitment, self-discipline, diligence, tolerance, high general culture, aspire to self-development, proficiency and expertise improvement etc., that will ensure a high level of implementation of professional activities in the field of state and municipal administration using contemporary methods and tools, as well as innovation management technologies, following the norms of a democratic society and a constitutional social state.

Forms of in-class activity: lectures, seminars, tutorials, unsupervised student work.

 AIMS

organisational and management activity:
•    to teach organization of powers implementation by Russian state authority bodies, Russian subjects’ state authority bodies and local self-government bodies, state and municipal officials; implementation of rights and duties of state and municipal institutions and enterprises, research and educational organizations, political parties, sociopolitical, non-profit and profit organizations;
•    to teach development and implementation of managerial decisions, including normative acts aimed at exercising powers of the state authority of the Russian Federation, Russian subjects’ state authority bodies and local self-government bodies, state and municipal officials; implementation of rights and duties of state and municipal institutions and enterprises, research and educational organizations, political parties, sociopolitical, non-profit and profit organizations;
•    to teach development of society-oriented measures regulating social relations and processes of social and economic development;
•    to teach organisational and divisional planning, organizational and managerial structure formation at Russian state authority bodies, Russian subjects’ state authority bodies, local self-government bodies, state and municipal institutions and enterprises, research and educational organizations, political parties, sociopolitical, non-profit and profit organizations;
•    to teach organisation of managerial decisions’ quality management and implementation of administrative processes;
•    to develop capabilities to organise interaction with external organisations and citizens;

communicative activity:
•    to develop a capability to organise interaction of the authorities and other state organizations with civil society institutions, mass media, citizens;
•    to develop a capability to resolve conflicts at state authority bodies and other organizations;
•    to develop a capability to establish public relations of the corresponding authority bodies and other organisations;
•    to develop a capability to prepare and conduct communicative campaigns and events corresponding to goals and objectives of state and municipal administration;

project activity:
•    to develop a capability to elaborate and implement projects in the field of state and municipal administration;
•    to teach planning and design of  organizational systems in the field of state and municipal administration;
•    to teach making calculations and projections to reveal optimal solutions for project development and implementation;

executive activity:
•    to develop a capability to conduct clerical work and arrange document circulation at Russian state authority bodies, Russian subjects’ state authority bodies, local self-government bodies, state and municipal institutions and enterprises, political parties, sociopolitical, non-profit and profit organizations;
•    to develop a capability to implements activities and administrative procedures that ensure rendering of state and municipal services in accordance with laws of the Russian Federation;
•    to teach planning and organization of activities at Russian state authority bodies, Russian subjects’ state authority bodies, local self-government bodies, state and municipal institutions and enterprises, research and educational organisations, political parties, social and political, non-profit and profit organisations;
•    to develop a capability to collect and process information as well as to participate in informatisation of activities of the corresponding authority bodies and organisations.

LEARNING OUTCOMES

On successful completion of the course, the graduates should be able to:
•    determine priorities of professional activities, develop and efficiently implement managerial decisions, including in ambiguous conditions and at risks, apply adequate tools and technologies regulating and effecting implementation of managerial decisions;
•    use general theories of motivation, leadership and authority to deal with strategic and operative managerial problems, as well as organise group work based on the knowledge of groups dynamics processes and principles of team building, abilities to carry out human resource audit and to implement organizational culture diagnostics;
•    apply general economic methods to manage state and municipal property, make managerial decisions regarding budgeting and a structure of state (municipal) assets;
•    evaluate investment projects under various investing and financing conditions;
•    communicate at interpersonal, group and organizational levels;
•    interact in the course of office duties according to ethical standards of office demeanor;
•    develop and promote the image of state and municipal services, to implement technologies of public opinion formation;
•    develop socioeconomic projects (development programs), to assess economic, social, political conditions and consequences of state (municipal) program implementation;
•    use modern project managing methods focused on achieving well-timed high-quality results, risk determination, efficient resource management, realisation using modern innovation technologies;
•    plan an organisational structure, to distribute and delegate responsibilities and powers;
•    plan and organise activities of Russian state authority bodies, Russian subjects’ state authority bodies, local self-government bodies, state and municipal institutions and enterprises, political parties, sociopolitical, non-profit and profit organizations.
