Aleksandr Guliakov was born in the village of Barancheyevka (the Penza Region) on 5 May 1956.

In 1983 Aleksandr Guliakov graduated from the Academy of the Interior Ministry of the Soviet Union and in 1995 he completed the postgraduate studies at the Academy of the Interior Ministry of the Russian Federation, became a lawyer and received the academic degree of Candidate of Legal Sciences.

In 1992, he was appointed the Head of the Department of Internal Affairs of the Bednodemyanovsky District in the Penza Region. From 1995 to 2007 he was the Deputy Head and later Head of Directorate of Internal Affairs in the Penza Region.

He was also the Member of the Legislative Assembly of the Fourth and Fifth Convocation, Chairman of the Legislative Assembly of the Fourth Convocation.

Since 1996, Aleksandr Guliakov has been working at Penza State University. He held the positions of senior lecturer and associate professor. Before being appointed acting Rector, he was the Director of one of the institutes of Penza State University, namely V.G. Belinsky Institute of Teacher Education.

On 26 November 2013, he was elected the Rector of Federal State Budgetary Educational Institution of Higher Education “Penza State University”.

For his long fruitful work and social activity Aleksandr Guliakov has been awarded the Medal of the Order “For Merit to the Fatherland” of the second degree, Certificate of Honour from the Federation Council of the Federal Assembly of the Russian Federation, medal “Honoured Officer of the Interior Ministry of the Russian Federation”, honorary badge of the Federation Council of the Federal Assembly of the Russian Federation “For Development of Parliamentarism”.
