Valerii Kalashnikov was born in Penza on 29 June 1974.

He has two higher education degrees. In 1997 he graduated from the Faculty of History of V.G. Belinsky Penza State Pedagogical University (now V.G. Belinsky Institute of Teacher Education as part of Penza State University). In 1999 he completed studying at the Faculty of Economics and Management of the same university.

From 1998 to 2003, he served in the public security bodies and from 2003 to 2022 in the national security bodies. Valerii Kalashnikov has the rank of colonel.
His research interests lie in Russian history and economic development.
