Vladimir Simagin was born on 5 August 1974 in the village of Pioner, Kuznetsky sub-district, the Penza region.

In 1996 he graduated the Technological Faculty of Penza Civil Engineering Institute (nowadays Penza State University of Architecture and Construction, PSUAC). From November 1996 to December 2000, he pursued part-time postgraduate studies at Penza State Academy of Architecture and Construction (nowadays PSUAC).

From July 1996 to November 1997, he was an engineer at the State research and development enterprise “Rubin”. From 1997 to 2003 he was an assistant to the deputy of the State Duma. From February to December 2004 he served as a deputy of the Penza City Duma. From March 2005 to December 2005 he worked as an engineer at Polaris LLC and Chaika LLC. From January 2006 to March 2008 he was an assistant to the deputy of the Penza City Duma. From March 2008 to December 2011 he was an assistant to the State Duma Deputy V.I. Ilyukhin. In December 2011 he was elected to the 6th State Duma. He was a member of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots.

In December 2000 he was elected to the 3rd Penza City Duma in electoral district No. 7. He was a member of the Committee on Economy and Local Government. In December 2007 he was elected to the 4th Legislative Assembly of the Penza region according to the list of the Communist Party of the Russian Federation, he was a member of the Committee on Legislation. He headed the Communist Party.

Vladimir Simagin is the Candidate of Engineering Sciences. His research interests lie in comprehensive study of wood and agricultural wastes in the production of construction materials, products and structures.

He has the following awards: Letter of acknowledgment from the Chairman of the 4th State Duma of the Russian Federation S.E. Naryishkin; Certificate of honour from the Legislative Assembly of the Penza region; Medal from the Ministry of Defence of the Russian Federation “For the Return of Crimea”.
