Vladimir Volchikhin was born on 18 January, 1946, in Pachelma, the Penza Region. In 1968 he graduated from Penza Polytechnic Institute. In the same year he started working at the Institute. In 1971 he took a full-time post-graduate course at Penza Polytechnic Institute. At the Institute he worked as an engineer, a teaching assistant, a senior teacher, and an associate professor. He was elected Dean of the Instrument Building Faculty, and later was appointed Vice Rector for Academic Affairs and First Vice-Rector of the Institute. In 1999 he was elected Rector of Penza State University, at the same time he worked as Head of Department “Independent instrumentation and control systems”. For outstanding achievements he was elected President of the University.
In 1974, after finishing the post-graduate course, he defended a thesis and became a Candidate of Engineering Sciences, in 1978 he was conferred the title of an Associate Professor, and in 1991 – the academic title of Professor of the Department “Independent instrumentation and control systems”. In 1993 Vladimir Volchikhin was elected a corresponding member of the Russian Academy of Missile and Artillery Sciences, and in 1997 – a member of International Academy of Informatization. In 2001 Vladimir Volchikhin defended a doctor’s thesis to become a Doctor of Engineering Sciences.
Since 1982 he has been supervising the training of candidates of sciences, and since 1994 – doctors of sciences. Nowadays Vladimir Volchikhin is the chairman of two thesis councils and a member of two more councils, the chairman of research and methodology committee for the speciality 210900 «Detonators and Controlling Systems”, Bauman Moscow State Technical University. Vladimir Volchikhin is the head of the university research group “System analysis, administration of power-supplied objects and information processing”. He is also a member of the Academic Council for burning and exploding at Russian Academy of Sciences Presidium, member of the expert council at Higher Attestation Commission for administration, information and computer science, editor-in-chief of the journal “University proceedings. Volga Region” and a member of editorial boards of scientific journals “Microsystem Engineering” and “New Industrial Technologies”. Vladimir Volchikhin is the author of 350 scientific works, including 11 books, 50 methodological manuals, 130 articles, 70 author’s certificates and patents, eight of which are introduced into production. 30 research works have been fulfilled under his supervision. His books and manuals such as “Chronometrical instruments and systems”, “Sensors of independent control systems”, “Amplitude fibre-optical sensors of independent control systems” are widely famous.
Professor Volchikhin is engaged in public and educational work, has the authority and respect among the University staff, shows initiative in work, is responsible and hardworking.
He has been awarded many times for his outstanding work:
1983 – award for outstanding achievements in higher education of the Soviet Union
1996 – a letter of gratitude from the RF President and an anniversary medal “300 anniversary of Russian Fleet”, conferred the title “Honoured worker of higher education of Russia”
1999 – Order of Honour
2000 – medal named after V.Rdultovsky, Research Institute “Poisk”
2001 – medal “For achievements in creating armament and military equipment” by the Russian Academy of Missile and Artillery Sciences; conferred the title of “Honoured Science Worker of the Russian Federation”
2004-2005 – was named “Rector of the year” within the framework of the contest “100 top universities of Russia”
2016 – Medal of the Order “Special Merit in training and upbringing of highly skilled professionals for the city of Penza and the Penza region”
