Each international student staying in the residence halls of Penza State University is obliged to follow the accommodation rules. These rules are comprehensively described in the Internal Rules and Regulations. You can get familiar with this document HERE.

The principal rules, violation of which would inevitably lead to eviction of an international student from a residence hall, are as follows:

1. Smoking in rooms and in the entire residence hall building is strongly prohibited. This includes tobacco cigarettes, electronic cigarettes, vapes, hookahs, etc.

2. Blocking of fire alarm sensors in rooms is strongly prohibited. It is a violation of fire safety rules.

3. Consumption of any alcoholic drinks and presence in the residence hall under alcoholic influence are strongly prohibited.

4. Fighting, stealing (theft), drug consumption and storage are strongly prohibited not only in the residence hall, but also through the entire territory of the Russian Federation. In this case not only you will be evicted, but also sent to prison by a court decision.

5. Violation of residence hall entry/exit regulations is strongly prohibited. International students enter and exit a residence hall attaching a white pass card to a turnstile. It is strongly prohibited to give a personal pass card to another person or to let the third party enter a residence hall.

6. It is strongly prohibited to display disrespect or to act aggressively in relation to residence hall and university workers and officials. Students must maintain friendly atmosphere and mutually respect university peers as well as other students in a residence hall.

7. It is crucial to fill out check lists and collect the required signatures and inform residence hall officials and the Department of Migration and Visa Support when you are to leave a residence hall for more than 3 days (for travelling, holidays, internships, etc.).

8. It is strongly prohibited to throw out garbage and things from windows and balconies, to litter and clutter up rooms, kitchens and public areas of the residence halls. Take your garbage bags to garbage containers outside your residence hall yourself every day!

9. You must clean your rooms every day! You must clean your kitchen and wash your dishes after cooking every day!

10. It is absolutely prohibited to block, keep out, and impede room inspections by residence hall officials for the purpose of supervising the compliance of the internal rules and regulations! If residence hall officials knock on your door, you must open!

11. In case of a necessity the residence hall officials have a right to resettle an international student to another room or residence hall for the period of repairs and maintenance, quarantine or another cause making the room unavailable for residence.

12. After 23:00 and before 8:00 it is strongly prohibited to listen to loud music, scream, act noise and cause disturbance in a residence hall. It is called the Law of Silence in accordance with the Federal Law applied through the entire Russian Federation.
