DESCRIPTION

The purpose of the programme is to develop students' personal and professional qualities (systemic worldview, determination, organisation, hard work, tolerance, high general culture, desire for self-development, advanced training and skills, etc.), allowing them to carry out professional activities at a high qualification level in the field of public administration, including the activities of State and municipal bodies, as well as the activities of organisations to implement the functions and powers of state and municipal bodies.

AIMS

organisation and management activity:
•    exercising powers of public authorities of the Russian Federation, public authorities of the federal subjects of the Russian Federation, local authorities, persons holding state and municipal office, as well as powers of organisations to implement the functions and powers of state and municipal bodies;
•    implementing managerial solutions, including legal acts aimed at exercising powers of public authorities of the Russian Federation, public authorities of the federal subjects of the Russian Federation, local authorities, persons holding state and municipal office, as well as powers of organisations to implement the functions and powers of state and municipal bodies;
•    providing organisational and administrative support for public authorities, local authorities, persons holding state office, and organisations implementing the functions and powers of state and municipal bodies;
•    ensuring the execution of the main functions and regulations of public authorities of the Russian Federation, public authorities of the federal subjects of the Russian Federation, local authorities, and organisations implementing the functions and powers of state and municipal bodies.

project activity:
•    implementing projects in the field of public and municipal administration;
•    designing organisational systems in the field of public and municipal administration;
•    implementing digital transformation projects in the field of public and municipal administration.

executive and administrative activity:
•    ensuring office and document management in public authorities of the Russian Federation, public authorities of the federal subjects of the Russian Federation, local authorities, and organisations implementing the functions and powers of state and municipal bodies;
•    implementing activities (administrative procedures) to ensure the provision of public and municipal services in accordance with the legislation of the Russian Federation;
•    providing technological support for the service activities of specialists (according to categories and groups of positions in the municipal service);
•    ensuring the management and disposal of state property.

LEARNING OUTCOMES

On successful completion of the course the student should be able to:
•    set priorities in professional activities and apply tools and technologies of regulatory influence to prevent negative social consequences of decisions;
•    apply theories of motivation, leadership and power to solve strategic and operational managerial tasks, as well as apply technologies for forming and improving the personnel composition of state civil and municipal services;
•    develop socioeconomic projects (development programmes) in the field of public and municipal administration and assess the conditions and consequences of their implementation;
•    ensure the implementation of the main state policy areas in the fields of social development and employment, social security and public support;
•    manage the execution and quality of management decisions and administrative processes;
•    implement intra-organisational and interdepartmental communications and ensure interactions between authorities and civil and commercial organisations, civil society institutions, and media.
