DESCRIPTION

The purpose of the programme is to develop students' personal and professional qualities (systemic worldview, determination, organisation, hard work, tolerance, high general culture, desire for self-development, advanced training and skills, etc.), allowing them to carry out professional activities at a high qualification level in the field of public administration, including the activities of State and municipal bodies, as well as the activities of organisations to implement the functions and powers of state and municipal bodies.

AIMS

research activity:
•    applying methods and specialised tools to analytical work and research, conducting research individually in the field of improving social management.

organisation and management activity:
•    planning and organising the work of a public authority, allocating functions, powers and responsibilities among executors;
•    developing activities within an operational personnel management system for state civil and municipal services, forming a series of measures to prevent corruption.

project activity:
•    preparing proposals and developing state and municipal programmes for social and economic development, defining conditions and assess the outcomes of implementing priority areas in the social and economic policies of the state.

LEARNING OUTCOMES

On successful completion of the course the student should be able to:
•    participate in research on public and municipal administration, as well as is conferences and forums;
•    publish scientific articles;
•    implement strategic administration for the benefit of society and the state, including setting socially significant aims, forming conditions for achieving them, and obtaining the best possible results;
•    forecast the development of organisations, institutions and individual sectors, enterprises and regions (considering current social problems);
•    develop programmes of socioeconomic development at the federal, regional and local levels;
•    justify and analyse the implementation of socioeconomic programmes using project analysis methods;
•    develop technical and economic justification and define the likely effectiveness of investment projects, including those in the social area.
