DESCRIPTION

 

The Master’s degree programme qualifies specialists who have knowledge and skills required for legal service and work in state and local authorities, arbitral or judicial authorities, law enforcement agencies, lawyer and notary offices, various enterprises and institutions. The programme ensures necessary background and comprehensive study of legal relations within constitutional law and community law.

Forms of in-class activity: lectures, practical classes, review sessions, and individual work.

 

AIMS

 

law making activity:
•    preparing and issuing law, statutes and regulations in constitutional and community law;

law enforcement activity:
•    justifying and making decisions within the scope of official duties;
•    performing actions associated with the implementation of legal norms;
•    producing legal documents;

service activity:
•    ensuring law, order, security of individuals, society and state,
•    maintaining public order;
•    protecting private, state, municipal and other property;
•    preventing, detecting, investigating and combating crimes and offenses;
•    defending rights and legally protected interests of individuals and legal entities;

expert and advisory activity:
•    providing legal assistance;
•    consulting on legal issues;
•    carrying out legal examinations and reviews of legal norms, statutes and regulations in constitutional and community law;

management activity:
•    managing and operating teams working in various legal institutions;

research activity:
•    conducting research within constitutional and community law;

teaching activity:
•    delivering legal disciplines;
•    promoting legal awareness among the population.

 

LEARNING OUTCOMES

 

On successful completion of the course the student should be able to:

•    prepare and issue statutes and regulations governing management and operation of state and local authorities, their interaction with public institutions;
•    comply with constitutional and community statutes and regulations;
•    fulfil official duties on ensuring law and order, security of individuals, society and state, on protecting life and health of citizens, and on maintaining public order;
•    detect, record and prevent crimes and offenses within constitutional and community activity;
•    prevent offenses within constitutional and community activity, identify and eliminate reasons and conditions causing them;
•    identify, evaluate and prevent corruption within implementing constitutional and community statutes and regulations;
•    take into account the features in legal status of local authorities, conform to the constitutional principles of their interaction with state authorities, prevent their violation;
•    interpret, introduce and enforce constitutional and community statutes and regulations;
•    review the drafts of statutes and regulations governing management and operation of state and local authorities and public institutions;
•    make decisions and perform legal actions in strict accordance with the legislation of the Russian Federation;
•    consider citizens appeals, factor in public opinion in professional activity;
•    efficiently conduct research within constitutional and community law;
•    deliver legal disciplines associated with managing and operating public authorities;
•    explore and elaborate new approaches for teaching legal disciplines.

 

EMPLOYMENT OPPORTUNITIES

 

Programme graduates are employed in legal institutions of all levels and types. They can occupy senior positions in federal and local authorities, non-governmental, public and commercial organisations, mass media, production and service enterprises. They can be engaged in law making, law enforcement, service, expert and advisory, management, research and teaching activity. Some graduates may opt for completing post-graduate programme.
