The Department of Economy and Finance is one of the leading departments at the Institute of Economics and Administration. In 2024 it was enlarged by the  Department of Accounting, Taxation and Auditing. It graduates professionals for junior and senior positions in public authorities of the city of Penza and Penza Region, as well as managers and employees for small and medium-sized businesses, industrial enterprises, banks and insurance companies not only in the Russian Federation, but also abroad. The department plays a major role in implementing the Presidential Programme in the Penza Region with the focus on industrial economy and management, finance and credit.

An accountant and a taxation consultant are among the most relevant jobs in the labour market. According to a number of studies within and across the Penza region, an increase in the need for accountants and taxation consultants is expected. Currently, the labour market is in demand for highly qualified specialists equipped with knowledge and skills of accounting, taxation, international financial reporting and latest information technologies. Such specialists in accounting, taxation, analysis and auditing have been trained at Penza State University since 1999.

The potential of the teaching staff is high. Over the past 10 years, more than 35 candidate and doctor dissertations have been defended. Currently, the department engages 30 staff members, including 17 associate professors, 3 professors, 4 academicians and 2 corresponding members of the International Academy for Production Engineering. Most of the staff members work as business consultants and regularly receive international certificates in management, marketing, finance and other areas, as well as complete internships in leading Russian and foreign higher education institutions.

The department is engaged in research on different topics and under various contracts, as well as in activity of dissertation councils. It prioritises conducting research on the major trends in accounting, taxation and auditing, exchanging research results, reviewing scientific publications, participating and holding annual scientific events at the regional and national level. In addition, two postgraduate programmes devoted to national economy management, currency circulation, finance and credit are offered at the department. Students and teaching staff are engaged in testing and introducing the Glavbukh accounting reference system. The teaching staff is actively involved in developing and publishing textbooks and other learning materials. In the teaching and learning process, their handouts are widely used in the form of workbooks, including in the online format. More than 40 monographs have been published.

Penza State University represented by the Department of Economy and Finance closely cooperates with the Government of the Penza Region, organisations and enterprises through providing consulting services and conducting topic-oriented workshops and lifelong learning programmes. Under the supervision of the teaching staff, participants of these activities examine and share good practices in entrepreneurship, corporate finance, enterprise development, innovations management, competitiveness of enterprises and many other areas. Moreover, the teaching staff associates with various expert councils under the Government of the Penza Region and its ministries. The results of these activities are reflected in lecture and seminar classes, teaching and learning materials and new student-centred curricula.
