PSU participated in the International Conference on Constitutional Values

The International scientific and practical conference "New Horizons for the Development of Constitutional Values in terms of legal processes, modern challenges and global social transformations" was held on June 26 at Al-Farabi Kazakh National University.

PSU was presented at a high level - Professor, Doctor of Law, rector of Penza State University Aleksandr Guliakov took part in the conference, speaking in an online format.

The high status of the conference was confirmed by a wide range of participants. The scientific forum was opened by: Zhanseit Tuimebayev, Chairman of the Board-Rector of Al-Farabi Kazakh National University; Elvira Azimova, Chairman of the Constitutional Court of the Republic of Kazakhstan; Igor Rogov, Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan; Yerlan Sarsembayev, Minister of Justice of the Republic of Kazakhstan.

Aleksandr Guliakov also made a welcoming speech and invited his Kazakh colleagues to visit PSU.

"The topic of the conference is very relevant. It is associated with the enormous scientific achievements and invaluable contribution to its development by Gayrat Sapargaliev, to whom it is dedicated. He has not been with us for 95 years, but his works and ideas are continued by his followers," said Professor Guliakov.

Aleksandr Guliakov presented a report on "The role of geopolitical factors in the formation of the Chinese and Russian Empires."

"Geopolitical factors are fundamental in the formation of any type of state. They largely determine the emergence and evolution of state entities," Aleksandr Guliakov prefaced his speech.

Other university scientists also made presentations at the conference.

Vitaly Goshulyak, Director of Law Institute of PSU, Doctor of Law, Doctor of Historical Sciences, Professor, presented a report on "Problems of constitutional and legal responsibility in the Russian Federation." Nikolay Svechnikov, Candidate of Law, Head of the Department of Law Enforcement, considered the issue "Constitutional and legal foundations of law enforcement activities of the Ministry of Internal Affairs of the Russian Federation."

The conference was an important step in the development of international scientific cooperation between the universities of the two countries.
