The human rights framework is a complex mechanism, the successful functioning of which requires qualified staff. Training of such specialists is the main objective of the Department of Justice. Its staff provide students with comprehensive knowledge and practical skills for working in the judiciary system and other law enforcement agencies. In order to align the educational process with legal enforcement and legal practice, the judiciary and law enforcement officials are engaged in teaching at the department.

The department explores the issues of implementing and fostering justice in Russia and abroad. It is known that justice is impossible without high-quality criminal investigation and active participation of all parties to the proceedings in the trial. Therefore, the department focuses on the activity of investigation and inquiry agencies, prosecutor and attorney offices, and court bailiff service.

The specialised courtroom laboratory was established at the department and provided with necessary equipment. An archive of educational court cases has been formed there. Such facility enables students to conduct educational inquiry and investigative actions, to participate in educational litigations, to solve case tasks and to produce litigation documents.

In the context of teaching and training the Department of Justice collaborates with public authorities, namely Penza Regional Court, Arbitration Court of the Penza Region, Department of Public Security and Magistrate Activity in the Penza Region, Administration of Justice Department in the Penza Region, Administration of Federal Court Bailiffs Service of Russia in the Penza Region, and Human Rights Commissioner in the Penza Region. In addition, the department annually arranges professional development courses for their personnel.
