The ranking was first published in 2004 and since then it has been published twice a year - at the end of January and at the end of July. Four indicators were used for ranking: "Presence" - 5% - size (number of pages) of the institution's main web domain, including all subdomains; "Visibility" - 50% - the number of external networks (subnets) associated with the institution's web pages. The average is used between the two sources Majestic and Ahrefs; "Openness" - 10% - the number of citations of the 110 best authors of each university according to Google Scholar Citations and Excellence - 35% - the data from the SCImago database are used (the number of articles among the 10% most cited in each of the 26 research areas) over a five-year period (2014–2018). When forming the ranking, about 30,000 universities in the world were assessed, of which more than a thousand were Russian.
