May, 14th, 2013. Hunan College of Foreign Languages (Changsha, China) returned a visit to Penza State University. The college delegation arrived in Penza together with Changsha Board of Education representative. The guests made a presentation of their city and the college, watched the presentation about the language departments of PSU and had negotiations with the acting rector of PSU A.D.Guljakov. The Institute of International Cooperation of PSU, Hunan College and Changsha Board of Education signed a cooperation agreement and are planning to attract Chinese students to admission to Penza State University. To promote the cooperation to a higher level the cities of Penza and Changsha might be announced twin cities.
