The official ceremony of granting the robe and certificate of the Honorary Doctor of Penza State University to Swetlana Krätzschmar, ex-president of the city of Flensburg, was held under VII Penza-Flensburg Congress. The attributes of distinction were handed to S. Krätzschmar by A. Guliakov, Rector of the University.
